What changed on January 1, 2025
The American Innovation and Manufacturing Act (the AIM Act) is a 2020 federal law that directs the EPA to phase down high-GWP refrigerants — chemicals with a large greenhouse-warming impact per pound. R-410A, the refrigerant used in nearly every residential AC and heat pump made in the U.S. from about 2003 through 2024, has a Global Warming Potential (GWP) of 2,088. That means one pound of R-410A released into the atmosphere warms the planet as much as 2,088 pounds of CO2 over 100 years.
The AIM Act's phase-down rules for residential HVAC took effect January 1, 2025: new residential air conditioners and heat pumps manufactured after that date must use a refrigerant with a GWP under 700. R-454B, marketed as Puron Advance by some manufacturers and Solstice 454B by others, has a GWP of about 466. It has replaced R-410A as the industry-standard residential refrigerant.
To be clear about what this means for homeowners:
- New equipment installed on or after Jan 1, 2025 uses R-454B (or in some product lines R-32, which has similar properties).
- Your existing R-410A system is legal to own, legal to service, and legal to keep running — the phase-down is on new-equipment manufacturing, not existing equipment.
- R-410A refrigerant is still legal to buy and use for servicing existing equipment. Supply is capped and will decline over the next decade.
- R-454B and R-410A are NOT interchangeable. Not "mostly compatible." Not "close enough with an adjustment." Different molecules, different pressures, different oils, different service equipment required.
The safety story — A2L flammability
The awkward reality of moving to lower-GWP refrigerants is that most of the candidates are mildly flammable. R-454B carries an ASHRAE safety classification of A2L: A means low toxicity, 2L means low flammability. It will not ignite from casual sparks the way propane will, but it is not fully non-flammable the way R-410A is. In test conditions, an R-454B leak into a confined space with an open flame or a very hot ignition source can burn.
What that means in practice:
New service tools required
Refrigerant recovery machines, gauges, hoses, and leak detectors used for A2L work must be A2L-rated. Every legitimate residential HVAC company had to re-tool through 2024 and early 2025.
Technician certification updates
Beyond the standard EPA Section 608 refrigerant handling certification, technicians handling A2L refrigerants complete additional safety training on leak detection, ventilation, and ignition source management.
New equipment design
R-454B AC and heat pump units include built-in leak detection that shuts off compressors and cycles blowers to dissipate a leak into non-flammable concentrations. This is a UL/AHRI-mandated feature on all new A2L equipment.
Homeowner impact — very small
You do not handle refrigerant. Modern equipment has more built-in safety on this refrigerant than the R-410A generation did on that one. The A2L transition is largely a technician-side story.

Note that R-454B's operating pressures are very similar to R-410A. This is a deliberate design choice — it lets equipment manufacturers reuse a lot of tooling and design work from the R-410A generation, which is why the transition has been relatively smooth on the equipment side. But similar-pressures does NOT mean interchangeable. The blends have different vapor-pressure curves, different oil-return characteristics, and different behavior in a compressor. Charging the wrong one is a compressor-destroying mistake.
Never mix. Never top up with the wrong refrigerant.
A related myth: "you can drop-in R-454B when the R-410A system needs a big refrigerant top-off." No. Different oils, different pressures across the operating envelope, different electrical safety systems (the R-454B unit expects a leak-detection interlock the R-410A unit doesn't have). "Drop-in" replacements are a real category in some commercial and industrial retrofits, but there is no legitimate drop-in for a residential R-410A system.
What happens if my R-410A system needs a big repair?
This is the practical question for anyone with a 2018 or older AC. Three scenarios, in the order we see them most:
Scenario A — Small refrigerant repair (pinhole leak, valve, service port)
Repairs that require adding one to three pounds of R-410A are still very much a real, cost-effective option. R-410A remains legal to buy and use for existing equipment servicing. Pricing has climbed — we've seen R-410A jug prices increase roughly 30-40% between 2023 and 2026 in our regional supply channels — but a small leak repair is still typically a few-hundred-dollar total ticket, and the alternative (replacing an otherwise healthy system) is $6,500+.
Scenario B — Large refrigerant loss (evaporator coil replacement)
A leaking evaporator coil is where the math gets uncomfortable. The repair itself involves: recovery of remaining R-410A (which is a legal handling process), the new coil ($400-$1,200 part depending on tonnage and matching), coil labor ($800-$1,500), and a full R-410A recharge (multiple pounds at now-elevated per-pound pricing). Total: typically $2,000-$3,500. If the system is over 10 years old and the outdoor unit's compressor is also getting tired, that money buys a repair on a system that may only have 3-5 years of life left. This is the sweet spot for a repair-vs-replace conversation.
Scenario C — Compressor failure
A dead compressor on an R-410A system almost always tips the scale toward replacement. A compressor replacement is $2,500-$4,500 and requires evacuating and recharging with (increasingly expensive) R-410A. For that money you're not far from a matched new R-454B system that resets the clock on the whole thing — outdoor unit, indoor coil, warranty, and the modern efficiency you couldn't retrofit into the old cabinet. It's rare that repair wins here.

R-410A refill pricing has climbed 30-40% since 2023
A one-pound top-off that we'd have written up for around $80-$110 in 2023 is closer to $130-$155 in 2026, and volatile month-to-month based on wholesale supply.
R-454B pricing is stable and comparable to R-410A pre-hike
New-refrigerant availability is good. Manufacturers pre-loaded the supply chain through 2024 to make the transition smooth. No obvious near-term shortage.
R-410A large-repair jobs are pushing into replace territory earlier
The $2,500 evaporator-coil repair on a 12-year-old system used to be a marginal call. In 2026 that same call is often losing to a new R-454B system on 10-year total cost of ownership, especially factoring in the Federal 25C credit and current SWEPCO rebates.
New R-454B installs are 5-10% more expensive than R-410A installs were in 2023
New A2L-rated equipment carries slightly more content (leak detection, upgraded electricals) and the industry is still absorbing tooling costs. That gap is projected to close as the tech matures.

Do I have to replace my R-410A system now? +
No. The 2025 rule only affects new-equipment manufacturing. Existing R-410A systems are legal to own and legal to service. Keep it running until repair economics tell you otherwise.
Is R-454B safe to have in my house? +
Yes. It carries a mild-flammability classification (A2L) but modern equipment is designed with built-in leak detection that shuts the system down and dissipates any leak long before concentrations approach anything flammable. Europe and Asia have used A2L refrigerants safely at scale for over a decade.
Can I replace just my outdoor unit and reuse the indoor coil? +
If both are R-410A, sometimes — with an evaporator coil replacement to match the new outdoor unit's efficiency and TXV metering. If you're moving to R-454B, no. R-454B outdoor units require matched R-454B indoor coils; you cannot reuse an R-410A indoor coil. This is a common source of confusion when homeowners get quotes that vary widely.
How much longer will R-410A be available for service? +
Legally: indefinitely for existing equipment. Practically: supply will keep shrinking through the 2030s under the AIM Act phase-down schedule. Expect prices to keep climbing. By roughly 2030 most R-410A repairs on aging equipment will lose the math to replacement.
Are there any incentives for replacing an R-410A system with R-454B specifically? +
Not for the refrigerant change per se — the incentives are efficiency-based. But the Federal 25C credit (up to $2,000 for qualifying heat pumps) and SWEPCO's efficiency rebates apply to the high-efficiency systems that happen to be R-454B. Combined, they can knock 15-30% off a qualifying install.
What about R-32? I've seen that mentioned too. +
R-32 is another A2L refrigerant with GWP around 675 and is common in mini-split product lines and in some Japanese-brand full-system equipment. Same safety category as R-454B, similar service considerations, still not interchangeable with R-410A. For the whole-home ducted-system market in the U.S., R-454B is the mainstream choice.
